Also, I have the "Halo Wars 2 - Pre-order" if that makes any difference. And I don't have any messages on xbox. I just figured it out. I had to search the Windows Store for the "Standard Edition" and it will let me download from there. Strange that the one shown in My Library will not install but this one will Choose where you want to search below Search Search the Community.
